Minister Carfagna promised the EU-Italy Partnership Agreement on the use of Structural Funds over 2021-2027 would be finalised by summer. And the objective now definitely seems to be within reach, as just very few details are yet to be defined.
The EU regulations governing the Structural and Investment Funds were published yesterday in the Official Journal of the European Union and have been in force since today. This is the first formal step prior to the definition of the EU agreements with individual Member States.
Talks between Rome and Brussels have meanwhile intensified, and yesterday the Minister for Southern Italy and Territorial Cohesion liaised directly with Elisa Ferreira, EU Commissioner for Cohesion and Reforms.
Minister Carfagna illustrated the 10 National Operational Programmes (NOPs) presented by Italy, with major attention to the new NOPs on healthcare technological innovation (“PON Salute”) and on legality (“PON Legalità”), in its more focused version versus 2014-2020.
The commitment undertaken by the Minister for Southern Italy and Territorial Cohesion with the EU Commissioner aims at monitoring the actions across Italy’s NOPs to avoid any overlapping with projects financed under the National Resilience and Recovery Plan (Italy’s PNRR), a very sensitive issue also for Brussels.
Carfagna and Ferreira also focused on the new role of the Territorial Cohesion Agency, thanks to the rules introduced by the “Simplification” Decree-Law. The Agency is now entitled to exercise inspection and monitoring powers over programmes financed with European and/or national cohesion funds and to act as a substitute of those entities that show delays or failures in implementing their actions. Finally, the Agency may also be the implementing body of interventions, through a central purchasing body.
